  • A Vision Born in 2000

In October 2000, the East of the River Clergy Police Community Partnership (ERCPCP) was founded, marking a pivotal moment in the East of the River communities. This groundbreaking initiative emerged as a result of the collaboration between local clergy, led by faith leaders such as Reverend Anthony Motley and Reverend Donald Isaac, and police officers, including then-Chief of Police Charles Ramsey. Their shared vision was to tackle the rising issues of public safety and youth violence, bringing a collective approach to address these challenges head-on.

  • A 25-Year Legacy of Impact

For 25 years, ERCPCP has been a beacon of hope, transforming the East of the River communities. By uniting community leaders, organizations, and government entities, ERCPCP has become a model for collaboration in addressing youth violence and community disconnection. Their work has directly contributed to significant improvements in public safety and youth engagement.

  • Building Partnerships for Progress

The success of ERCPCP has been driven by strong partnerships and the support of key organizations. Foundations such as the Phillip Graham Foundation, Public Welfare Foundation, and Enterprise Community Partners have been instrumental, providing essential resources and backing. Additionally, federal funding from agencies like the Department of Justice, Department of Labor, Office of Juvenile Justice, Department of Youth Rehabilitation Services, Office of Victim Services and Justice Grants, and the Office of Neighborhood Safety and Engagement has further contributed to ERCPCP's achievements.

  • Transforming Communities Together

Through its initiatives, such as the VIP City Program and the Coordinating Committee to Prevent Youth Violence, ERCPCP has made a lasting impact. Notably, the District of Columbia experienced its lowest homicide rates in over 50 years in 2011 and 2012, a direct result of the partnership’s work in community safety and youth empowerment.

  • A Vision for Reentry Housing

One of the pivotal moments in ERCPCP's journey was the acquisition of the property at 4115 First St. SE, purchased in 2010 with the help of local churches and Bank of America. This property became the foundation of First Street Village, our vision for creating a space that would provide supportive and reentry housing for individuals transitioning back into society. The acquisition of this property was made possible through a strong partnership with local faith-based organizations, financial institutions like Bank of America, and key reentry-focused partners such as the Court Services and Offender Supervision Agency (CSOSA).

Since its acquisition, First Street Village has been a cornerstone of our work, providing essential housing and support services to individuals reentering the community. Our vision for the future is to expand this village to 50-60 additional units of supportive housing, continuing our commitment to community development and addressing the needs of those seeking a second chance. This expansion represents an important next step in our mission, as we continue to negotiate refinancing and development opportunities to make this vision a reality.

By highlighting this partnership, we underscore our collective efforts in strengthening our community and ensuring that those who need support the most have access to the resources they need to succeed.

  • Better Together in 2025

As ERCPCP celebrates its 25th Anniversary, the theme "Better Together" captures the essence of the partnership’s success—unity, collaboration, and progress. This milestone is a call to action, reflecting the lessons learned and the collective effort that has shaped the organization’s legacy. The best is yet to come, as we continue to work together to create a safer and more connected future for our youth, second-chance citizens, and communities.
